PreviewLocked $DRAGS is voting weight, and only a lock that outlives the vote counts — otherwise a majority could be rented for the length of a transaction. Proposals, tallies and quorum will all be read from the chain.
The contracts are written and tested, but nothing is deployed yet. Nothing here can be signed.
